Note: the original Human Rights Year designs by Jennifer Tombs went through the usual approval procedures – including the Jamaican postal administration – and were duly printed. It was not until the stamps reached Jamaica that objections were raised. New designs were commissioned locally and eventually issued 3 December 1968. Although not circulated in Jamaica, the original designs were distributed by the Crown Agents to wholesalers. Not all were returned
